Metering units (metering and pressure devices) are located in wells (chambers) on the user’s networks at the balance border of water disposal networks (utility, rainwater drainage) or at the border of the operational responsibility of the user and the operating organization - UE Water Systems of the Industrial Park, if other is not listed in the water disposal agreement or agreed during the development of the project with the operating organization UE “Water Systems of the Industrial Park”. At the same time, in order to provide sampling procedures, the installation of a flow meter in the control well is not allowed.
When mounting flow meters in wells (chambers), proper devices shall be used (designed to work in flooded chambers. At the same time, remote parameter data transfer (flow, pressure) must be provided without dispatching supervisors to chambers.
Metering and pressure devices installed at the facility's connections to external water supply and sewerage networks must meet the following requirements for the design and installation of metering devices:

When developing a project, data transfer from metering and pressure devices should be provided through 2 communication channels.
At the first stage, during the commissioning of the facility, ensure the transmission of data via GSM communication (channel No. 1) to the existing Scada system Vijeo Citect 2015, ver.7.5 physically installed at the site “Engineering infrastructure of the launch zone of the priority development area of the Chinese-Belarusian Industrial Park. Wastewater treatment plant site ”.
At the second stage - after the commissioning of the fiber-optic (backbone) communication line of the park - transfer the data transmission over the Ethernet network (channel No. 2).
When choosing equipment for data collection cabinets, provide presence of standardized data transfer protocols (for example, modbus TCP) or developed OPC servers for integration into the Vijeo Citect 2015 Scada system.
Provide expansion of I / O points for the existing SCADA system based on the number of required metering devices (including pressure sensors), but not less than 5 units for each device (sensor). The design solution should provide for the entire set of maintenance works..
At the first stage, transfer data to:
- to the existing Scada system Vijeo Citect 2015, ver.7.5 physically installed at the site “Engineering infrastructure of the launch zone of the priority development area of the Chinese-Belarusian Industrial Park. Wastewater treatment plant site ”.;
- to the e-mail of the organization operating the external water supply networks - UE "Water Systems of the Industrial Park"- gdanovich@greatwater.by;
- to the e-mail of the organization operating the intra-quarter water supply networks of the facility - to be determined during the commissioning;
- to the e-mail of the organization servicing this device (in case of transfer of service by the owner of the metering device to outsourcing or a backup e-mail remains) - to be determined during the commissioning.
- transmission of SMS-messages (in emergency mode) - the phone number is specified during the of commissioning;
from metering devices installed on the utility and rainwater drainage network to the e-mail of organizations (similar to the devices in the utility and drinking water supply network).
To prepare the second stage of data transmission, provide for the installation in the nearest distribution point (determined at the stage of the construction project) of the necessary equipment for data transmission:
- to organize a communication channel for data transmission from the projected metering devices of water supply and water disposal systems to the backbone communication network of the industrial park, provide laying of a cable with optical fibers from the metering devices to the distribution point.
- at the distribution point, connect to the optical cross-section of the backbone communication network of the industrial park.
-data transfer protocol - an open industrial Ethernet protocol (TCP / IP) with the final data transfer to the control center of the Water Systems Industrial Park UE - the existing Scada system Vijeo Citect 2015, ver.7.5 (Wastewater treatment plant site).
Before the construction of the backbone network of the industrial park, channel 1 will be the main one, after the completion of the work on the creation of the backbone network, channel 1 will become a backup, channel 2 becomes main one.
When choosing a brand of metering devices, please take into consideration that data collection (flow, pressure, temperature, etc.) is provided in a single dispatch center in the dispatcher's SCADA system, and data transmission must be provided via the Modbus protocol (RS485 data network, Ethernet, GSM communication) to the site of the wastewater treatment plant (through the backbone communication network of the park). Supplier is obliged to provide a table indicating the storage addresses of the "Address-Parameter" variables for the equipment.
When using data transfer protocols other than industrial standardized protocols, the equipment supplier is obliged to provide a developed OPC server with a table of addresses for storing the "Address-Parameter" variables..
Adding of one flow meter must be accompanied by the expansion of SCADA system I / O points with at least 20 pieces of I / O signals for each meter and pressure sensor.
